    FACTORS AFFECTING EMPLOYEE RECRUITMENT AND SELECTION AT NATIONAL IRRIGATION AUTHORITY

    Recruiting and selecting employees is one of the most important tasks for any organization. It is a process that begins with identifying the need for a new employee, continues with the recruitment of qualified candidates, and ends with the selection of the best employee for the job. The goal of the recruitment and selection process is to identify and hire the most qualified and suitable candidate to fill a job opening. The purpose of this study was to analyse factors affecting employee recruitment and Selection at National Irrigation Authority, Kenya. Specific objectives were to determine the influence of skill requirements, candidate qualifications, education requirements and selection policy on selection of employees at National Irrigation Authority. This study was anchored on on Attraction-Selection-Retention Model and Cognitive Ability Model. The study adopted explanatory research design and the target population was 723 staff at National Irrigation Authority. In this study both stratified and simple random sampling techniques was employed to determine the sample proportion. Additionally, this study took 20% sample from each of the strata, giving a total of one hundred and forty six (146) employees taken as respondents. The researcher collected data by use of questionnaire and face-to-face interviews. The findings showed that employee recruitment and selection is a critical process in organizations. Furthermore, the study findings showed that skill requirements, candidate qualification, education requirements and selection policies are critical factors of employee recruitment and selection. This study recommended that organizations should formulate effective methods of assessing employee skills and also device best ways of scrutinizing candidate’s qualification. Similarly, employers should set the appropriate education requirements for their open positions and should also create a comprehensive selection policy that outlines the recruitment and selection criteria for potential employees.
