    THE EFFECTS OF PROCUREMENT PLANNING ON PERFORMANCE OF PUBLIC ORGANIZATIONS: A CASE STUDY OF KENYA PORTS AUTHORITY.

    The main aim of the study was to base the impact of procurement plans on the performance of public bodies. The study was guided by the following key objectives to establish the impact of the Ports Authority's expenditure estimates on performance, to base the impact of the Ports Authority's performance needs assessment and to establish the ports' impact. Execution plans of the Kenya Authority. The study focused on a theoretical literature review on procurement planning issues on the following topics; Institutional theory, resource-based theory, and linear policy theory. This study used a descriptive research structure. Inquiries were given to employees selected by a deliberate sample method. The target population of the study was about 140 employees at the Ports Authority in Kenya. Data for this study were obtained from primary and secondary sources. Secondary data were collected from organizational audit reports on human resource management. Basic data were obtained from questionnaires sent to the staff. The study focuses on a sample size of 43 respondents 104. All measurement and quality data were collected. Quality data from secondary sources were analyzed using content analysis and logical analysis methods. Numerical data that were numerical were used to analyze raw data in a descriptive method on which the basic properties of the data were described. The results found that the purchase must be cost-effective and efficient. The results showed that demand assessment is important in procurement; Because they are effective tools for identifying appropriate interventions or solutions to ensure that end-to end resources are directed to the development and implementation of a sustainable and appropriate solution for identified projects. The results showed that ambiguity in the measurements could lead to inaccurate or incomplete responses from potential suppliers. From the results it can be concluded that there is an important statistical relationship between procurement planning and performance. The study suggested that special emphasis should be placed on promoting key personal abilities that are not reflected in the public organization reform agenda. The researcher suggested that all department users in the department need to advance the resource requirements to their department to allow the purchasing department to adequately point out the department’s needs to avoid wasting resources and where to spend them without risk planning.     FACTORS INFLUENCING INVENTORY CONTROL OPERATIONS IN MEAT PROCESSING FIRMS IN KENYA; A CASE STUDY OF KENYA MEAT COMMISSION

    The study focused to determine factors influencing inventory control operations in meat processing firms in Kenya with a case study of Kenya Meat Commission Headquarters Athi River off Mombasa Road. Inventory control operations entails the methods that companies use to organize, store, and replace inventory, to keep an adequate supply of goods at the same time minimizing cost. The objectives of the study were; to find out how product development affect inventory control operation, to establish the extent at which lead time affects inventory control operation, to determine how technology affects inventory control operation and then to assess the effects of inventory shrinkage inventory control operation at Kenya meat Commission. The study adopted a descriptive design where a quantitative research method was used to ensure establishment of correlations and cause effect relationship that is important in viability of the constructs. The target population of the study was 180 employees of Kenya Meat Commission where a sample of 90 respondents will be obtained. The data collections instrument for the study will be questionnaire to acquire the data from the respondents. The study was piloted to ensure the validity and reliability of the research instrument for a credible study. The data obtained was analyzed using SPSS and then presented on tables and figures for interpretation.

    FACTORS AFFECTING TENDERING PROCESS IN THE PUBLIC SECTOR IN KENYA: A CASE STUDY OF KEN GEN

    The purpose of the study was to determine factors affecting tendering process in the public sector in Kenya a case study of Ken Gen. The specific objectives were to determine the effect of supplier relationship on tendering process in the public sector in Kenya, to find out the effect of ethical behavior on tendering process in the public sector in Kenya and to establish the effect of government regulation on tendering process in the public sector in Kenya. The study will be of benefit to the management of Ken Gen, the public authority government of Kenya and other views; the target population was 190 employees of Ken Gen from which a sample size of 57 respondents was taken using stratified random sampling technique. The instruments of data collection were questionnaires. Data was analyzed using qualitative and quantitative techniques. Qualitative data was presented in the form of descriptive notes while quantitative data was presented was presented in form of tables and figures. The study results revealed that 69.6% (mean=3.46) of the respondents were of the view that relationship with suppliers can take different structures going from straightforward evaluation to concentrated relationship, 63.4% (mean=3.17) were of the view that supplier relationship has turned into a basic tendering process attributable to cutthroat pressing factors, hazard relief, cost effectiveness just as growing great organizations with key suppliers, 64.2% (mean=3.21) were of the view that the nature of organizations with advisors can profoundly affect the quality and degree of tendering process 51% (mean=2.55) of the respondents were of the view that ethical behavior is significant openly tendering process as it includes the use of public cash, and is dependent upon public study, 67.4% (mean=3.37) were of the view that ethical codes contain a couple of general standards or key qualities, 50.6 % (mean=2.53) of the respondents were of the view that tendering cycle is a region that has for quite some time been perceived as being especially defenseless against misrepresentation and debasement and 55.6% (mean=3.03) of the respondents were of the view that guidelines are rules or strategies set to the side by a public sector, office or the public authority in doing the tendering system, 62.8% (mean=3.14) were of the view that the public procurement framework in Kenya has developed from a rough system without any guidelines to a precise legitimately managed procurement system, 62.2% (mean=3.11) of the respondents were of the view that management offices require public sectors to supply information on their labor for different purposes, like information consistence, or capability to execute certain agreements.     FACTORS AFFECTING NEGOTIATION AS A COST REDUCTION TOOL OF RAW MATERIALS PURCHASE IN THE MANUFACTURING INDUSTRY: A CASE STUDY OF KAPA OIL REFINING INDUSTRY

    The aim of the study was to find out factors affecting negotiation as a price reduction tool of raw materials purchase in the manufacturing industry. The general objective of the study was to evaluate factors affecting negotiation as a price reduction tool of raw materials purchase in the manufacturing industry with reference to Kapa Oil Refining Industry. The study intended to achieve the following objectives: to find out the effect of price, quality, capital and training on negotiation as a cost reduction tool of raw materials purchase in the manufacturing industry. The study will benefit the management of Kapa Oil Refining Industry and the Academicians. The researcher used descriptive research design. The study targeted a population of 460 people who were selected from top, middle and support staff levels of management. Stratified random sampling was used to cover the total population and a sample size of 138 respondents was selected randomly. Data was selected from both primary and secondary sources whereby questionnaires and literature review were done respectively so as to get detailed information. Both primary and secondary data was analyzed qualitatively and quantitatively and presented in pie charts, graphs, figures and tables. From the study findings 83% of the respondents were of the view that price affects negotiation as a cost reduction tool while 17% of the respondents disagreed, 85% of the respondents were of the opinion that quality affects negotiation as a cost reduction tool while 15% of the respondents disagreed, 88% of the respondents agreed that capital affects negotiation as a cost reduction tool while 12% of the respondents disagreed and 84% of the respondents were of the view that training affects negotiation as a cost reduction tool while 16% of the respondents disagreed. The researcher recommended that the customer should control price in subtle elements and allocate considerable assets to tie undertaking. Fixed value states add up to price and conveyance information, quality should concern keeping up the strategies and methods of value control, i.e. methodically watching that they are connected effectively.     FACTORS AFFECTING PROCUREMENT PERFORMANCE IN PUBLIC ORGANIZATIONS: A CASE STUDY OF COUNTY GOVERNMENT OF NAIROBI

    The study’s main objective was to establish the factors affecting procurement performance in public organization. The study was guided by the following key objectives to assess the effect of staff competence on effective procurement performance in County Government of Nairobi, to establish how resource allocation affects procurement performance in County Government of Nairobi and to establish the effects of stakeholder engagement on effective procurement performance in County Government of Nairobi. This study used an explanatory research design. Questionnaires were administered to employees who were selected using the purposive sampling technique. The target population of the study comprised approximately 109 employees from the county government offices of Nairobi. Data for this study was obtained from primary and secondary sources. The secondary data was gathered from the organization’s review reports on Human Resource Management. Primary data was obtained from questionnaires given to the employees. The study targeted a sample size of 33 respondents from 109. Both quantitative and qualitative data was collected. The qualitative data from secondary sources was analyzed using content analysis and logical analysis techniques. Quantitative data which is numerical was used to analyse raw data using descriptive method whereby the basic features of the data were described. The researcher established that employees are not competent enough to handle complex procurement processes in the County Government of Nairobi as indicated by the respondents; the findings indicated that the county resource allocation policy is in line to ensure maximisation of key procured resources thus enhancing service delivery. Majority of the respondents were in agreement that Suppliers harmonization through electronic sourcing enables firms to readily identify new potential suppliers. The study concluded that Staff Competence and Procurement Performance require necessary skills and experience to carry out procurements effectively. On resource allocation the study concluded that County Government of Nairobi lacked clear accountability on how the resources provided impact on their performance. The study concluded that Top management plays important roles in ensuring that the staffs employed are competent. This study recommends that the County Government of Nairobi should be organizing workshops and trainings for procurement officers in order to improve their skills and knowledge, while employing they should ensure key competencies and experiences are put into consideration. The County Government of Nairobi should also put in place measures to prevent unethical behaviours which is costly to the County.

    IMPACTS OF PUBLIC PROCUREMENT ACT ON THE PROCUREMENT PROCESSES IN THE KENYAN PUBLIC SECTOR (A CASE STUDY OF KENYA POWER).

    The main objective of the study is to assess the impacts of procurement regulations on procurement process on Kenyan public sector: A case of Kenya Power.The study was led by the following specific objectives to evaluate the effect of Tendering regulations on procurement process in Kenya Power, to establish the effects of Procurement Threshold Regulations on procurement process in Kenya Power and to establish the effects of procurement codes and ethical practices on procurement process in Kenya Power. The study used descriptive research design. Questionnaires were administered to employees who were selected through the stratified random sampling technique. A target population of 207 from the organization management namely, top management level, middle level, and lower management level were drawn from Kenya Power. Both primary and secondary sources were used to obtain data for this study. The organization's evaluation reports on human resource management served as the source of secondary data, while employee questionnaires served as the source of primary data. A sample size of 31 respondents selected from 207 were used in the study. Data was gathered that was both quantitative and qualitative. The qualitative data collected from secondary sources was analysed using content analysis and logical analysis approaches while frequency distribution and percentages were employed for the quantitative data analysis. To enable easy interpretation of the analysis, tables, charts, and graphs were utilized. The researcher’s study concluded that the major obstacles to the procurement system are ministerial interference with the tender process. The findings indicated that Public Procurement procedures apply only if the estimated value of the procurement exceeds a certain value. The findings indicated that application of ethical standards will facilitate fair competition as well as inhibiting corruption practices in the Kenya Power. The researcher concluded that Procurement laws and regulations governing procurement affect its effectiveness or ineffectiveness. The researcher concluded that Public Procurement procedures apply only if the estimated value of the procurement exceeds a certain value, the so-called ‘threshold’. The researcher concluded that good practices and ethical standard enhances open and effective competition. This study recommended that the Kenya Power should organize effective procurement management processes, identify potential ethical problems, and address them beforehand so that staff members are well aware of the malpractices to avoid.

    ANALYSIS OF FACTORS AFFECTING PERIODIC INVENTORY CONTROL IN RELATION TO WORK FLOW: A CASE STUDY OF MEGA WHOLESALERS, NAIROBI

    The purpose of the study was determine the factors affecting periodic inventory control in relation to work flow. A case study of Mega Wholesalers, Nairobi. The specific objectives of the study were to establish how information technology, staff competence and lead time affect periodic inventory control in relation to work flow. The study will be significance to the management of Mega Wholesalers, management of other organizations and the government of Kenya. The study will use descriptive research plan. The target population for the learning is projected at 186 employees from whom a sample size of 93 respondents will be selected using stratified random sampling. The instrument for data collection that will be used is questionnaire; data will be analyzed using quantitative and qualitative methods. Qualitative data will be presented in form of descriptive notes while quantitative data will be submitted in form of tables and figures. From the study, findings 92% of the respondents noted that information technology effects on periodic inventory control in relation to work flow while 8% said it has no effect, staff competence affect periodic inventory control in relation to work flow by 88%, while 12% said it has no effect, Lastly lead time by 88% while 12% said it has no effect. The research recommended that for effective role of inventory management to be achieved the government through the organizations needs to lay more emphasis on enforcing the laid-out procedures in Mega Wholesalers, Nairobi by conducting regular audits. It was evident that at times, the procurement procedures were not fully observed and shortcuts were used to ensure goods and services are procured. Also the procurement department should ensure that the hospital is well equipped with procurement plan as it would provide the organization with the information about the purchase of goods and services, how vendor will be chosen, what kind of contract will be used, how vendor will be managed and who will be involved at each stage of the process. E-procurement should be implemented in Mega Wholesalers, Nairobi since with proper implementation is an organized form of open communication. It allows managers to confirm, cutting down on unnecessary purchases and cost and therefore inventory management.

    FACTORS AFFECTING PROCUREMENT PLANNING IN COUNTY GOVERNMENTS; A CASE STUDY OF COUNTY GOVERNMENT OF WAJIR

    Buying in local government accounts for 65% of annual government revenue. Provincial governments can develop new procurement plans, but few can successfully implement these plans. Lack of good implementation in procurement planning causes some consequences for organizations that can hinder organizational development and delivery of services. The general purpose of this study is to identify the factors that affect the implementation of the procurement system in local government. Case study in Wajir County. Its specific objectives are as follows: to promote the influence of information technology on the use of the Wajir County procurement system, to promote the influence of procurement technology on the use of the Wajir County procurement system, and to evaluate the impact of the responsibility process on the Wajir County procurement system. Researchers use descriptive reading diagrams to collect data from respondents. Of the target population is almost one hundred employed in the local government sector. Researchers used 86 respondents as sample sizes distributed in several different administrative categories. Respondents were selected using a simple random measurement method. Researchers use questions as a tool to collect data. Questionnaires include closed-ended questions that expand the size of the link and ask respondents' views on the use of the retrieval system. Both measurement and measurement methods were used in this study. Considered poor quality data with regard to the feelings, opinions, statements and suggestions of the respondents. Data analysis is used to evaluate raw data using methods that describe key features of the data. The findings show that the merger had a positive effect on the implementation of the Wazir County government procurement plan. The findings show that information technology has a positive impact on the implementation of the Wajir County Government procurement plan. The findings indicate that the district government conducts personnel training in the implementation of procurement plans, and staff competence is an important requirement to ensure the implementation of procurement programs. Most respondents claimed that responsibility had a negative impact on the use of the Wajir County Government procurement plan. Investigators have concluded that the integration of ICT acquisition activities has enabled many training institutions in the community to improve purchasing ability. The study concluded that employees need the skills and experience needed to make a good purchase, and the ability of personnel to have a significant impact on Wajir County Government procurement plans. Research concludes that financial analysis is one of the most important requirements for an effective Wazir Regional Government procurement system. Research suggests that this plan is not retained and should be reviewed regularly and contributes to the development of an annual procurement plan to improve the performance of Wazir County Government properties. Similarly, procurement management should be managed by skilled, competent and experienced development experts.

    OPEN TENDERING AND ITS CONTRIBUTIONS TO PROCUREMENT EFFICIENCY IN COUNTY GOVERNMENT OF KENYA: CASE STUDY OF NAIROBI CITY COUNCIL, DEPARTMENT OF SUPPLY CHAIN MANAGEMENT.

    The study aimed at open tendering and its contributions to procurement efficiency at the county of Nairobi. The Main objective is to find the extent in which open tendering is carried out, challenges faced by procurement professionals and the indicators of procurement efficiency. The study adopted a descriptive research design. It targeted thirty-five employees of Nairobi city county who included; procurement chief officers, procurement officers, store heads, store supervisors, store administrators, store keepers, store inspectors and store clearance clerks. The study will be done at Nairobi city county Government, Department of supply chain management. Since the population was small with 35 employees, the researcher used sampling where the entire population participated in the study. The instruments for data collection were questionnaires, and for this case were closed ended questionnaires. The researcher also used interviews and observation. Random sampling techniques was used to collect data. Due to the number of headcounts in the county, the sample population was based in a one on one with the employees. The data was then analyzed by the use of tables, pie charts and bar graphs. These methods were employed to determine the relationship between the demographic groups and the responses on various variables.
